Dr. Jean Paul MPAKANIYE currently serves as the Director of Human Resources at INES-Ruhengeri. He holds a PhD in Public Finance and brings extensive academic and administrative experience to his role.

His areas of expertise include public finance and fiscal policy, human resource management, internal and external auditing in the public sector, strategic leadership, and higher education administration. These interdisciplinary strengths enable him to contribute meaningfully to institutional development, policy design, and staff capacity building.

Dr. MPAKANIYE’s research interests focus on the effectiveness of internal audit systems in public institutions, the impact of corporate tax policies on financial performance, human capital development and retention in higher education, digital transformation of HRM systems, and the role of withholding tax in enhancing revenue efficiency in Rwanda. His scholarly work is grounded in practical realities and often engages with national frameworks and institutional reforms.

In addition to his leadership roles, he lectures in finance, auditing, and public administration, and supervises research at both undergraduate and postgraduate levels.
