Dr. Mireille Biraro is the Acting Dean of the Faculty of Sciences and Information Technology and a Senior Lecturer in the Department of Land Management and Valuation at INES-Ruhengeri. She is also the Executive Secretary of the Eastern Africa Land Administration Network (EALAN – ealan-network.org).

Effective July 2nd, 2025, Dr. Biraro was reassigned from her previous role as Director of International Relations to her current position as Acting Dean. In this capacity, she provides strategic leadership to advance the academic and research mission of the Faculty of Sciences and Information Technology. Her responsibilities include overseeing curriculum development to ensure programs are responsive to industry demands and societal challenges, managing faculty performance, guiding departmental operations, and optimizing resource allocation. She is tasked with promoting a culture of innovation and excellence in teaching, research, and administration.

She holds a PhD in Land Policy and Governance from Bahir Dar University in Ethiopia, an MSc in Geo-Information Science and Earth Observation for Land Administration from the University of Twente in the Netherlands, and a BSc in Urban Planning from the University of Rwanda.

From 2009 to 2012, Dr. Biraro worked as a GIS Professional for Land Registration at the National Land Authority (formerly Rwanda Natural Resources Authority) under the Rwanda Land Tenure Regularisation Program.

Her expertise lies in Land Administration, Land Governance, Cadastral Maintenance, and Urban and Regional Planning. Her research focuses on land (administration) information systems and land governance. Her teaching duties are adjusted to accommodate her administrative responsibilities.
