COURSE INFORMATION
Land administration concerns the collection, storage, and dissemination of information about ownership, value and use of land while implementing land management policies. Core in land administration is the cadaster, which is an official record of information about land parcels, including details of their boundaries, tenure, value and use of land. Such land information, combined with other geographical information or SDI makes information available to decision-makers and provides the capacity to control and manage land through the four land administration functions: tenure/ownership; value; land use and land development. Such information is also useful in land dispute resolution; stimulating land market and helping decision-makers make better use of land through efficient land use planning.

Graduates from this programme will be comprehensively equipped in matters related but not restricted to: cadastral surveying, land law, real estate valuation, land registration, land dispute resolution, computer-based mapping among others.

Course Objectives

The overall objective is to eventually strengthen the manpower capacity of institutions engaged in land related activities, environmental management and protection, etc. Specifically, the objectives of the programme are to:

  • Produce graduates who are competent in solving land-related problems creatively and analytically based on economically and socially sound facts;
  • Produce graduates with adequate knowledge and skills to administer, manage and develop land resources;
  • Produce graduates with leadership and professional skills and able to apply the acquired knowledge for land administration, management and development; and
  • Equip graduates with the capacity to effectively respond to institutional, operational and organisational challenges in the various land-related fields.

Admission Requirements

As the revised BSc program offers two options of degrees, the general entrance requirements at university level shall apply. 

i) Entry Requirement for Students from General Secondary Education Schools

General Secondary Education Students to be admitted, they should have passed at least two of the following subjects: Math, Geography, Physics, Economics, and Major subjects in Construction. The list of combinations where at least the two subjects appear are 8 here under.

ii) Entry requirement for Secondary Technical and Vocational Education and Training (TVET) Schools

Secondary TVET Students should have obtained grades not less than D (not less than 50 to 59 per cent) in the principal courses/subjects in their respective program’s options relevant for students to succeed in this program as indicated below. These are new names of programs at TVETs, but those having old program whose names were changed into these current ones will be considered.  Current names of TVET options and principal courses/subjects to be admitted in this BSc program are indicated in the following table.

iii) Entry requirement for Technical and Vocational Education and Training (TVET Higher Education)

Polytechnics TVET Higher Education Students to be admitted, they are counted based on their achieved credits and they are subject to credits transfer after verifying if the student has 2 principle passes from General Secondary Education school or Secondary TVET School in same subjects as indicated under (1) and (ii) above.  


SPECIFIC ADMISSION CRITERIA FOR SPECIALIZATION

 

As indicated above, students from secondary schools should have 2 principles passes in the subjects indicated above under (i) above. While for students coming from Secondary TVETs, subjects indicated above under (ii) should be met and this is subject to having 2 principle passes at their secondary schools. For international students, the same rules apply by considering the equivalence provided in Rwanda. 

For specific admission criteria for each specialization, the student should pass the common foundation modules of the first two years of the program. The minimum passing score to advance in options/specializations will follow the general guidelines for students to be promoted, which is an overall pass mark equivalent to 50% provided that the student did not fail courses/modules with credits more or equal to 20.  Then the following criteria will apply for each option/specialization to be promoted to:  

i)          The first criteria for the all students who successfully completed level 6 is to allow them to choose the option/ specialization that they are interested in.

ii)        After each student indicating the option selected, the second criteria will be to give priority to best performers for the prerequisite courses for the selected option/specialization under criteria one. The remaining students will be shared among the two options/ specializations accordingly as per number of students set for each class.

To be promoted to 3rd year specialization in Land Administration and Use Planning, priority will be given to the best performers for the following prerequisite courses: 

1)                                    Land Administration I,

2)                                    Introduction to Land Surveying,

3)                                    Geographic Information Systems (GIS),

4)                                    Land Administration II,

5)                                    Land Law

To be promoted to 3rd year specialization in Valuation and Property Management, priority will be given to the best performers for the following prerequisite courses: 

i)                              Introduction to Property Valuation,

ii)                            Introduction to Microeconomic,

iii)                           Introduction to Macroeconomics, 

iv)                          Introduction to Architectural Drawings and Building Construction,

v)                             Principles and Methods of Property Valuation, and

vi)                           Land Law               

This program is a revised BSc of the existing program of Land Administration and Management (LAM). The review, which was carried out with active participation of Alumni of the Department and relevant employers of labour, is expected to make graduates of the Department more competitive. This review brought us to the new BSc named “BSc with Honours in Land Administration, Valuation and Real Estate Management with option in (i) Land Administration and Use Planning and (ii) Valuation and Property Management. The revised, updated and changed name programme was packaged to ensure conformity with the minimum standards of the Rwanda Higher Education Council (HEC), the Institute of Real Property Valuers in Rwanda (IRPV), National Land Authority (NLA) and the Royal Institution of Chartered Surveyors (RICS) as well as the country and entire region needs for specialists who are competent to tackle land administration, property management and valuation matters.

This program has common foundation modules in 1st and 2nd year of the degree program and specialization modules thereafter as indicated below.
