Déogratias Nahayo is a civil and water resources engineer with advanced training in hydrogeomorphology and flood risk assessment. He holds a Civil Engineering degree (Bacc+5) from the National University of Rwanda, an MSc in Water Resources and Environmental Management from the same institution in collaboration with UNESCO‑IHE, the  Delft Institute for Water Education, a Postgraduate Certificate in Learning and Teaching in Higher Education from the University of Rwanda, and a Doctorate of Science from the University of Liège (Doctoral College of Science and Environmental Management).

His expertise covers civil engineering, hydrology, hydraulics, and environmental management, supported by extensive academic experience teaching courses such as structural analysis, reinforced concrete design, fluid mechanics, engineering hydrology, irrigation and drainage engineering, water resources engineering, water resources systems modeling, construction project management, and environmental engineering. He is also highly experienced in designing, supervising, and executing civil engineering and water‑related projects.
