Mr. Flavien NIYIGENA is a Rwandan Systems Librarian at INES-Ruhengeri (Institute of Applied Sciences), with specialised expertise in library systems and information management. He holds a Master’s degree in Internet of Things and Embedded Computing Systems from the University of Rwanda and is currently a Master of Science in Library and Information Science candidate at Kabale University in Uganda.

Since 2019, Mr. Niyigena has served as Systems Librarian, where he has significantly enhanced library operations through the implementation of digital solutions and modern information systems. In addition to his role in the library, he also serves as a part-time Assistant Lecturer, teaching ICT-related courses and sharing his technical knowledge in systems management and digital innovation.
