Mr. NIYIGENA Flavien, Rwandan citizen works at INES Ruhengeri (Institute of Applied Sciences) as Systems librarian. He holds a bachelor's degree in computer science. He is currently pursuing a master's studies in Internet of Things, Embedded Computing System at University of Rwanda and Masters of science in information science at Kabale University in Uganda. He has been a systems librarian since 2019 up-to-date. Mr. Flavien is also part-time Assistant Lecturer of ICT courses.
